How apprenticeship tenders are reviving the job market.

Apprenticeship tenders will play an important role in revitalising the economy going forward. Opportunities and funds are increasing as the public sector places an increased focus on apprenticeship programmes.

It’s time for companies and training providers to act right now! So, what do new apprenticeship tendering opportunities look like after the COVID-19 pandemic, and how can you make the most of them? Here’s everything you need to know…

Why are apprenticeship programmes important in the current climate?

Apprenticeships are jobs that provide high-quality training and learning alongside practical work. They ensure that an apprentice achieves full competency in their occupation and prepares them for a successful career. So, as an employer hiring an apprentice, you need to ensure that you can:

– Give the apprentice training in relevant knowledge, skills and behaviours

– Pay them a salary.

Hiring an apprentice could be the right choice for a business that is looking to:

– Offer someone a skilled job with formal training for at least 12 months

– Create a new job to retrain or upskill someone

– Benefit from a recognised programme delivering opportunities nationally and across all industry sectors

– Develop the talent pool in your business to create skilled and qualified workers who will build careers through apprenticeship progression.

Apprenticeships benefit both the employer and the employee – and the wider economy. They offer a valuable route for people of all ages and economic backgrounds to access new skills and career-driven experience. Apprenticeships also play a vital role in the growth of businesses, especially in the current climate. This growth can be achieved through the following:

– Apprentices often stay with their employer after finishing their apprenticeship or training. Investing in the skills of an apprentice is therefore sustainable and supports your business as the economy recovers.

So, what incentives did the government offer?

Due to the economic impact of coronavirus and the mass redundancies it caused, the government introduced new incentives in 2020 and 2021. Organisations could receive payments when they hired a new apprentice; this aimed to help companies grow while also relieving unemployment.

The incentives applied to employers who hired a new apprentice between 1st August 2020 and 31st January 2021. Employers received:

– £2,000 for each new apprentice aged 16 to 24

– £1,500 for each new apprentice 25 and over.

The payments above were in addition to the pre-existing £1,000 payment the government provides for new 16 to 18-year-old apprentices. (And those aged under 25 with an Education, Health and Care Plan.)

As a result of the pandemic, there was a heightened economic focus on apprenticeship tenders.

To overcome the economic impacts of the COVID-19 pandemic, the government introduced incentives for apprenticeship programmes, which was good news for apprenticeship tenders. A list of the Top 100 Apprenticeship Employers was published. The top 10 employers were:

– British Army
– HMRC
– Royal Navy
– BT
– MTR Elizabeth Line
– Mazars LLP
– Optionis Group
– Mitchells and Butlers
– Greene King
– Royal Air Force.

These organisations received praise from government officials, who want to stress the importance of apprenticeships in the recovery of the economy. Gillian Keegan, Apprenticeships and Skills Minister, said:

“Apprenticeships help businesses of all sizes to grow and give people of all ages and backgrounds a chance to learn new skills and get ahead in their chosen career.

They will continue to play a vital role in delivering skills to individuals and the economy needs to thrive after coronavirus. I hope this initiative highlights the crucial role of apprenticeships in bringing in new talent and supporting our economic recovery and encourages even more employers to get involved.”

And Prime Minister, Boris Johnson, said:

“High-quality apprenticeships give people from all backgrounds and ages a real choice in life, providing them with the skills employer’s value, which our economy needs, and which lead to better paid jobs.”

How do apprenticeship tenders usually work?

Apprenticeship tenders can take on several different forms. Some tenders may be single-supplier contracts, such as an open opportunity for an apprenticeship in occupational therapy. However, most commonly in procurement, the term applies to larger contracts seeking many training providers to deliver apprenticeship programmes. The buyer is often a large public sector body. For example, we currently have apprenticeship tenders on Consultancy Tenders from:

– Local councils and authorities
– The NHS
– The Ministry of Defence
– Network Rail.

So, due to their scope, apprenticeship tenders are most commonly part of framework agreements or Dynamic Purchasing Systems (DPS’).

Framework agreements

It’s common for apprenticeship tenders to be part of a framework, which is essentially a contract that uses multiple suppliers. A framework establishes a long-term relationship between a buyer and a range of approved suppliers. Both parties benefit from this relationship as suppliers don’t need to tender every time an opportunity is available. Suppliers may still need to tender for ad-hoc work or through “mini-competitions” where the cheapest quote wins, encouraging competitive pricing.

For example, Walsall Council are seeking to procure a number of training providers to deliver Walsall’s Apprenticeship Programme. As part of this framework, training providers will be expected to support with all apprenticeship requirements, including:

– Provision of training
– Ensuring quality
– Monitoring of learners
– Managing end-point assessments.

Since this framework covers a wide range of apprenticeship programmes, it will be divided into the following 11 Lots:

– Lot 1 – Business and administration
– Lot 2 – Care services
– Lot 3 – Construction
– Lot 4 – Digital
– Lot 5 – Education and childcare
– Lot 6 – Engineering and manufacturing
– Lot 7 – Health and science
– Lot 8 – Legal, finance and accounting
– Lot 9 – Sales, marketing and procurement
– Lot 10 – Transport
– Lot 11 – Degree apprenticeships.

Tendering for multiple lots?

In this case, bidders are permitted to bid for any number of Lots and in any combination. A maximum of three suppliers will be selected for each Lot. It’s worth noting Walsall Council have been spotlighted on Gov.uk recently for their effective use of government incentives. This is because they sport a workforce of over 7400, with apprentices representing 5.26% per cent of their head count.

When tendering for work, it’s worth considering if your company is capable of covering multiple Lots. This is a great way of securing ongoing work across a broad range of services. Ask yourself: Do we have the credentials and resources to put forward multiple winning bids? Or, will spreading ourselves too thin weaken our tender responses overall? You shouldn’t repeat information across bids for multiple Lots and should always curate bespoke tender responses for each lot.

Dynamic Purchasing Systems (DPS')

A DPS is the most common format for apprenticeship tenders. This is essentially a supply chain list where tenders are published to approved members. While a DPS is similar to a framework, it differs in the following ways:

– A DPS must be operated as a completely electronic process.
– New suppliers can join a DPS at any point during its lifetime. This differs from a framework agreement, which is often only open to suppliers once a year.
– All qualifying suppliers must be admitted to the DPS, and there are no limits on the number of suppliers. Individual contracts are awarded at the second stage when DPS suppliers bid for contracts.

Being a qualified supplier on a DPS is beneficial due to the intricacies of apprenticeship delivery and funding. A DPS created specifically for apprenticeships ensures all binding documentation and the awarding process is in line with regulations. Approved suppliers can then be approached as and when apprenticeship training and assessment are required. Here’s an example of an apprenticeship DPS:

– Southampton City Council wants to deliver several hundred new apprenticeships to boost employment prospects and skills locally.
– The Council puts out an Invitation to Tender (ITT) for a DPS – Apprenticeship Delivery. This tender seeks qualified training providers who will deliver high-quality apprenticeships. These apprenticeships will include delivering a range of employment skills and related support services within the city of Southampton.
– Suitably qualified service providers will respond to the tender and bid for the work. This will be via an e-tendering process and sometimes via mini-competitions.
– The Council will choose the most economically advantageous tenders (MEAT) to deliver the apprenticeship programmes.

While the number of suppliers on the DPS is unlimited, suppliers will be required to tender for services each time opportunities are available.
